2006年中华文化研究项目申请办法

　　为资助各国从事中国文化研究的专家、学者来华进行短期研究，中国教育部设立“中华文化研究项目”。国家留学基金管理委员会(以下简称“留学基金委”)负责此项目的招生工作和日常事务的管理工作。

　　2006/2007学年度共提供30个奖学金名额

　　一、资助的研究领域和方式

　　1、申请人需长期从事中国语言、文学、历史、哲学、教育、经济、古建筑、艺术史及中医、针灸等专业领域的研究工作。  

　　2、申请人须在中国导师的指导下或与中国专家教授合作，在中国教育部指定的，接受中国政府奖学金来华留学生的中国普通高等学校开展研究。

　　二、申请途径和资助期限：

　　1、申请人可通过中国的普通高等学校、机构或中国驻所在国大使馆（总领事馆）的推荐，向留学基金委提出申请，亦可直接向留学基金委提出申请。

　　2、资助期限不超过5个月。可申请延长一次，期限不超过1个月。

　　三、申请人资格：

　　1、须为非中国籍公民，身体健康，年龄不超过55周岁；

　　2、具有博士学位或相当于副教授以上的职称；

　　3、有固定职业，专门或主要从事中国文化研究，并出版或发表过相关的专著或论文。

　　四、资助内容及标准

　　1、免交研究费、住宿费；

　　2、门诊医疗费：学生在学校医院或学校指定就医的日常门诊费用。学生本人需按学校有关规定自行支付一定比例的费用；

　　3、中国政府奖学金来华留学生综合医疗保险是由中国教育部为在华奖学金生所投付的医疗综合保险。学生因大病住院或发生人身意外伤害所支付的费用，学生所在学校可持费用收据到投保的保险公司按照其有关规定条款，要求其赔付相关费用。

　　4、每月提供研究补助费3000元人民币；

　　5、一次性提供图书资料费750元人民币；

　　6、经指导教授或合作教授同意后，在1000元人民币以内据实报销根据研究计划进行的学术旅行费用。

　　五、申请材料

　　申请人必须如实填写和提交以下申请材料：

　　1、《中华文化研究项目申请表》原件及复印件各一份，用中文或英文填写；   

　　2、学者本人发表过的著作和论文目录及摘要，用中文或英文书写；

　　3、在华研究计划（不少于2000字），用中文或英文书写；

　　4、申请人本人工作单位负责人的推荐信，中英文以外文本需附经公证的中文或英文译文。

    上述申请材料请申请人于预计来华前三个月寄达留学基金委。

　　六、批准与通知

　　留学基金委在收到申请材料45天内，将组织有关专家进行评审录取，并将《“中华文化研究项目”资助批准书》、《录取通知书》和《外国留学人员来华签证申请表》（JW201表）径寄申请人本人或寄送推荐单位，由其将上述文件转交申请人本人。

APPLICATION PROCEDURES FOR
CHINESE CULTURE RESEARCH FELLOWSHIP

 Chinese Culture Research Fellowship was set up by the Ministry of Education of China to sponsor international experts in field of Chinese culture to carry out short-term research in China. China Scholarship Council (hereinafter referred to as CSC) is authorized to administer the recruitment and the daily management of the scheme.

 There are 30 scholarships for academic year 2006/2007.

 Research Area and Ways

1.    Applicants shall be engaged in the fields such as Chinese language, literature, history, philosophy, education, economics, ancient architecture, history of art and traditional Chinese medicine and acupuncture.

2.    The applicants should be supervised by a Chinese supervisor or cooperate with Chinese professors in the appointed Chinese institutions of higher education to carry out their researches.

Application

1.   The applicants could directly apply to CSC for the Chinese Culture Research Fellowship or via the Chinese institutions of higher education, scholars, which have contact with China or Chinese diplomatic missions.

2.   The duration of the fellowship shall not exceed 5 months. The fellowship could be extended once, the duration of extension shall not exceed 1 month.

 Eligibility

1.   Applicants must be non-Chinese nationals, in good health and under the age of 55.

2.   Applicants must have obtained doctoral degree or hold academic title of associate professor or higher.

3.    Applicants must hold fixed profession engaging or mainly engaging in Chinese culture research, and have published some works or papers in this field.

 Details of Fellowship

1.   Exemption of research fee, and free accommodation

2.    Fee for outpatient medical service includes the out-patient expense generated in the institution’s hospital or the hospitals appointed by the institutions. The students should afford a certain percentage of expense in accordance with the institution’s regulations.

3.    Comprehensive medical insurance plan of foreign students in China is insured by the Ministry of Education of China for the scholarship students in China against diseases and accidents. The institution is entitled to ask for compensation on the payment receipts from the insurance company for the expenses generated from hospitalizing for serious diseases or from accidental injury according to the stipulated insurance articles.

4.   Monthly research subsidy, the standard is CNY 3,000 yuan

5.    Provided with data and materials subsidy, the standard is CNY 750 yuan (once only)

6.    After getting the approval of the supervisor or the cooperating professor, render the account of the academic tour，which is necessary on the basis of the research plan, the standard is no more than CNY 1,000 yuan.

Application Materials

The applicants must fill in and provide the following materials truly and correctly.

1.   Application Form for Chinese Culture Research Fellowship (printed by CSC). One original, one photocopy, in Chinese or in English.

2.   List of publications; documents in languages other than Chinese or English must be attached with translations in Chinese or in English.

3.   Study plan written in Chinese or in English (no less than 2000 words).

4.    Letter of recommendation by the person in charge of the working institution; documents in languages other than Chinese or English must be attached with translations (notarized photocopy)in Chinese or in English.

Applicants shall submit the above application materials to CSC 3 months earlier before the date they apply to come to China.

Approval and Notification

After receiving the application materials, CSC, within 45 days, will entrust relevant experts to process the application materials and shall send the Confirmation of Chinese Culture Research Fellowship, Admission Notice and Visa Application Form for Study in China (JW201) to the awardees directly or through the Chinese diplomatic missions in the applicant’s home country.
